Syria and Egypt agree to transfer gas starting from March 21
Ministers of Oil and Energy of states participating in the Arab Gas Pipeline ( Syria, Lebanon, Jordan, Egypt, and Turkey ) reviewed during their meeting the finishing touches for operating the pipeline and mechanisms for following-up the implementation of this vital project.
Syria's Minister of Petroleum and Mineral Resources, Sufian Allaw, in a press conference following the meeting, said that Syria has agreed with Egypt to supply gas across the Arab gas pipeline by preferential prices from 21st of next March after completion the required tests for making use of it in the Syrian gas network, especially in operating Dier Ali station to generate electricity with a full capacity.
Regarding returns of the pipeline on Syria, al-Allaw said: " Gas is a good energy source and for us is a key source. There is a big economic returns, because transferring Egyptian gas will save on Syria importing 2500 tons of fuel per day. In a case of passing gas to Lebanon and Turkey, Syria will receive financial returns,"
The Arab Gas Pipeline is one of the great and important Arab projects for landing Egypt, Syria, Jordan and Lebanon and contributes in transporting and marketing of gas from this states and across to Turkey and Europe with a length of 1200 km from al-Arish in Egypt via Jordan and Syria to the Turkish borders. It costs about $ 1200 million.
The meeting was attended by Turkish Minister of Energy and Natural Resources Hilmi Guler and Acting Lebanese Minister of Energy and Water Mohammed al-Safadi.

Syria's Oil and Gas Reserves Come in the 11th Place in the Arab World
An Arab economic report revealed that Syria is one of eight Arab countries with oil reserves that didn’t change during the years (2005- 2006) amount into three billion barrels by the end of (2006) and came in the 11th place with Yemen. The report revealed that Syria's gas reserves didn't change also during the same period because its reserves reached (310) billion cube meters at the end of (2006) so its came in the 11th place in gas reserves while Yemen came in the first place with (25793) billion ,then KSA with (7153) billion, and the UAE with (6073) billion cube meters. According to the value of Syria's crude oil exports in the Arab countries, the report says that Syria exported about (2,326) billion dollars at the end of (2006) to come in the 14th place while KSA came in the first place with (162002) billion dollars, then Kuwait with (55,65) billion, then UAE with (52,437) billion, then Libya with (4,968) billion dollar.

India to develop oil in Syria
India says it is in search of a partner to jointly develop oil reserves in Syria. The issue could be discussed during the visit of Syrian Deputy Prime Minister Abdullah Dardari to India, the Petroleum and Natural Gas Ministry said.
"There is a possibility of the two countries entering into a partnership based on long-term strategic and economic considerations," said a ministry official.
He said Syrian and Indian government-owned companies want to partner on long-term strategic and economic projects. Dardari is due in India Jan. 14-21.
The aim of this exploration would be to assist Syria in becoming a strategic hub between Southern Europe and North Africa, and between Mediterranean and the Persian Gulf, and to develop north-south and east-west oil and natural gas transportation pipelines, the ministry official added.

Iran, Syria sign deal on gas export
Iran has signed a memorandum of understanding with Syria to begin gas export to the country from the next year, official sources say.
The agreement was signed in Damascus by Iran's Deputy Oil Minister, Hossein Noghreker-Shirazi and the head of the Syrian state Gas Co. Ali Abbas.
According to the agreement Iran will export gas to Syria via Turkey before the end of the 2009, IRNA reported.
Iran's gas export to Syria will begin with a volume of three million cubic meters (mcm) per day and rise to nine mcm in three years, Syrian Oil Minister Sufiyan al-AW told reporters at the signing ceremony.
This requires an inter-connection of Turkey's and Syrian gas networks, added Al-Aw.
The value of the deals which is expected to hit $1billion by the current year end is anticipated to exceed $3 billion in two year's time.

Syria, Turkey Sign Oil Agreement
Minister of Petroleum and Mineral Resources Soufian Allao said the Syrian Petroleum Company agreed with its Turkish counterpart on establishment of a Syrian-Turkish joint company tasked with drilling works and developing oil fields in the two countries.
In a statement to SANA correspondent in Ankara, Allao added that he discussed with the General Director of Turkish Petroleum Company means of transporting the Iranian and Azeri natural gas to Syria by the Turkish company.
He pointed out that the two sides agreed on developing cooperation in the fields of exporting and importing oil byproducts, establishment of oil service stations in Syria and refining the crude oil in the Syrian refineries.

A pipeline linking Iraq’s northern oil fields with Syria’s Mediterranean coastline will be operational within two years but needs repairs in Iraq, Syria’s minister of Petroleum and Miniral Resources said after meeting with a visiting Iraqi delegation. Syrian Oil Minister Sufian Allaw said a Russian company would travel to Iraq on January 10 to inspect the pipeline for needed repairs.

Syria, Venezuela, Iran and Malaysia sign cooperation agreement
Ministry of Petroleum and Mineral Resources signed a partnership agreement on establishment of petroleum refinery with Iran, Venezuela and the Malaysian al-Bukhri Group with the following stake portions: Venezuela 33%, Malaysia 26%, Iran 26% and Syria 15%
The estimated investment cost of the refinery will be USD 2.63 billion with an approximate production capacity 140,000 BPD in al-Feriqlous, Eastern Homs.

Minister of Petroleum Discusses Cooperation with Iranian Counterpart
Minister of Petroleum and Minerals Sufian al-Alaw discussed on Tuesday with Iranian Acting Minister of Petroleum Gholam Hossein Nozari bilateral relations and cooperation in the field on petroleum and energy and means to develop this cooperation between ministries of petroleum in both countries.
The two ministers agreed to sign an understanding memo for importing Iranian natural gas and transporting it through the Turkish gas network to Syria, beginning in 2009 after the completion of the gas pipeline in Turkey and Syria. Specialists from both sides were tasked with preparing the understanding memo which will be signed on Thursday.
The two sides discussed work progress in the joint Syrian-Iranian-Venezuelan refinery and decided to hold a meeting for participating countries at the end of October to sign the agreement of joint company that will establish this refinery north of Homs.
The Syrian delegation also met with a number of Iranian companies that intend to participate in a number of development projects in Syria, including companies that will present offers for the project of developing the Banyas refinery.

Minister of Petroleum Discusses Development of Oil Fields with Canadian Company
Minister of Petroleum and Mineral resources Sufian al-Alaw Monday discussed with a delegation from the Canadian Dublin Oil company, the company's role in developing Syrian Oudeh and Tishrine oil fields and increasing their production.
The delegation is headed by Gary Guidry, CEO and president of the parent company Tanganyika Oil Company LTD, and Donald Miller, CEO of Dublin oil.
Al-Alaw affirmed the importance of cooperation between Dublin Oil and Syrian Petroleum Company in managing tankers and forming a future vision of production and development, pointing out to the necessity of reducing the usage of diesel fuel at Oudeh field and relying on natural gas, in addition to the importance of developing most of technical and engineering staff via the Syrian Petroleum Company.
For his part, Guidry stated that Dublin Oil will continue to work in Syria, stressing that recent media reports of the company's intention to sell its share in Oudeh and Tishreen are incorrect.
He added that Dublin Oil is working to establish the company operating at Oudeh field after the end of technical evaluation period.

Syria and Canada Sign Contract on Exploring Oil
Ministry of Petroleum and the Syrian Petroleum Company in addition to the Canadian oil company of Lune Energy Inc signed on Thursday a contract on oil exploration and development in the cities of Lattakia, Aleppo, Hama and Idlib.
The contract provides for geological and geophysical surveys in addition to digging exploration wells during the primary drilling period reaching 48 months by the Canadian company in which it will spend an amount of $ 7,5 millions .
According to contract, the Canadian company will specify an annual amount of $ 50 thousands for training the employees of Syrian Petroleum Company, supporting the specialized training centers in the fields of oil and gas all through contract period in addition to $ 100 thousands as social aid after two years of the trade advertisement which add up to 20 years starting from the first trade production .
The government will posses cash portion of 12, 5 % out of the produced oil and the rest to be divided by the Syrian Petroleum Company the Canadian company.

Syria Says Petroleum Production Does not Call for Worry
Minister of Petroleum and Mineral Resources said on Wednesday "the geological reserve of oil and gas in Syria is big and oil future does not call for worry in spite of gradual and slow decrease of production." In a press conference held last night, Sufian Allaow said "the ministry is exerting efforts to cut this drop in oil production by declaring new areas for exploration and drilling as well as developing current fields." He noted the presence of 13 foreign companies working to explore oil in Syria in addition to two companies working to develop some old fields as to increase their productivity. Minister of Petroleum divulged intention to announce about six new blocks to explore oil and gas, in addition to other four blocks inside the Syrian regional water in the Mediterranean before the first quarter of 2007, calling international companies in field of oil to make tenders the moment the announcement made over these areas for competition and gaining rights of exploration and drilling. The minister clarified "the productive situation of gas in Syria is good and capable of raising due to new discoveries via the Syrian Petroleum Company in the region, 30 miles north of Damascus saying it is a promising area." Allaow hoped the national company for oil and the foreign companies would accomplish new discoveries that boost the gas production and increase prospects of utilizing it in new and vital domains.

Dardari indicates that the Syrian Oil Reserves assure that the Oil Sector will remain pivotal in the Syrian Economy
Deputy Prime Minister for Economic Affairs, Abdullah Dardari, has stressed that the oil sector will remain an important sector during the next 40 years thanks to the oil reserves in Syria.
Dardari who was speaking at a workshop which was organized by Banias Refinery on Saturday, indicated that that the government will seek during the next stage to raise the level of investment competence in gas to the maximum level possible , and also to increase the competence of production and consumption of the oil and gas derivatives.
He stressed hat the oil and gas , and other mineral resources constitute an important resource for the national economy , pointing out to the increase of oil revenues in Syria in spite of the low volume of production.
He underlined the necessity for improving the infrastructure of the oil and mineral resources sector in order to cope with the economic growth that has exceeded expectations, and has become more in need of fundamental structures in spheres of transport, and energy.
He added that the government will work on deepening the economic financial and banking reforms, and on activation of trade and investment that form the backdrop of the rise of the social economy market.
For his part, Minister of Oil and Mineral Resources ,Sufian Allaw, said that Syria had potential reserves of all degrees estimated at 6500 million cubic meters including 4675 million cubic meters of oil , and 1825 million cubic meters of condensers , describing the oil sector as pivotal and basic to the development of national economy.
He stressed that Syria is witnessing a revolution in the world of gas and this constitutes a challenge to the Syrian Petroleum Company because the total demand for clean gas is growing and is expected to reach 50 million cubic meters in 2020 , since it constitutes a substitute for fuel, and gasoline .

Syria embarks on steps to facilitate Kuwaiti oil investments
Syrian deputy Oil Minister Hassan Zainab said Wednesday that the Ministry would embark on several steps to facilitate Kuwaiti oil investments in Syria. In remarks to KUNA, Zainab stated that his country was very keen to build investments with fellow Arab countries and added this interest was showcased in the recent cooperation with Kuwaiti Al-Nour financial investment company in the oil sector. Recently, the Kuwaiti company was involved in the building of about 50 stations to distribute oil products, said the Syrian official who added the company would head a team of international and Arab investors in building an Oil refinery in Deir Al-Zor area. He stated that the Oil refinery would produce about 140,000 barrels and would cost USD 1.5 billion to build. About other Kuwait oil and gas ventures in Syria, Zainab said that a contract to excavate for oil in Palmyra (Tadmur) was signed by the Oil Ministry here and the Kuwait Foreign Petroleum Exploration Company (KUFPEC), in addition to Canada's Startech Energy limited Company. On natural gas production in Syria, the official noted that the amount of 23 million square-meters was enough for current production and added that with the construction of the new gas factory in Homs city, the country's production would increase by six million square-meters. Meanwhile, Al-Nour's head of projects Omar Samarah underlined the importance of the Syrian market for Arab investors and namely Kuwaiti ones. Regarding the oil refinery project in Deir Al-Zor, which was agreed Tuesday by Syrian oil minister Sufiyan Al-Awa, Samarah said that it was not the first of its kind and added that the company participated in other projects in Syria.

Syria signs oil-prospecting contract with international companies
A contract for the exploration, development and production of oil in an 8,427-square kilometre area within the borders of Hims, Hama and Tartus Governorates was signed at the Ministry of Oil and Mineral Resources yesterday between the Syrian Petroleum Company [SPC] and both French company Maurel and Prom and international company PetroQuest. The contract was signed by Minister of Oil and Mineral Resources Engineer Sufyan al-Allaw, SPC Director-General Ahmad Mu'alla, Maurel and Prom Board Chairman Jean Francois Henin, and Petroquest representative Barry Wood. Under the contract, Maurel and Prom and PetroQuest will carry out exploration work and geological and geophysical surveys and dig exploration wells in the covered area over a period of 30 months. A 48-month first extension period and a 24-month second extension period will be given. In a statement to a SANA reporter, Engineer Al-Allaw stressed the importance of the agreement, which was a result of the Oil Ministry's designation of nine exploration areas last year. He said a number of contracts with foreign companies had already been signed while offers by other companies are now being studied and will be signed after the necessary procedures have been completed. He expressed hope that these contracts will result in more production to support the national economy and the comprehensive development process in Syria. The signing ceremony was attended by Assistant Oil Minister Dr Hasan Zaynab, the French ambassador in Damascus, and a number of general directors of the concerned oil companies.

Syria, Iran, Venezuela to establish petroleum refinery
Syria, Iran and Venezuela have signed a preliminary agreement to establish apetroleum refinery in Syria capable of processing 140,000 barrels a day. Syria’s deputy oil minister signed the memo Tuesday Hassan Zeinab, hisIranian counterpart, Mohammad Nematzadeh, and Roberto Delgado,general-director of oil refineries in Venezuela. “The parties agreed to form a joint committee of techniciansfrom the three countries to implement their memorandum ofunderstanding, Syrian Oil Minister Sufian Allaw told SANA reporter. The Minister said that the refinery would help boosting thenational economy in Syria and ensure the necessary oil derivations for local consumption. Allaw noted that a joint committee includes representatives from allparticipating countries will be established in order to put this memo intoforce. He expressed hope to start working seriously to establish this refinerywhich will participate in supporting the national economy.For his part, Dr. Zeinab stressed the importance of establishing thisrefinery to increase the oil derivatives and realize an additional valuethrough processing petroleum whether it is Syrian, Iranian or Venezuelan.

Egyptian Cargas Company has transformed 125 cars of the Syrian Petroleum
The move comes as a preliminary step to be implemented on all cars in Syria according to a deal between the Egyptian company and Syrian Petroleum Company signed in 2005. Syrian Minister of Transport Ya'arub Badr hailed cooperation between Syria and Egypt in the field of transforming the use of petrol for cars into gas. He paid a visit to 'Almaza' Center for Transforming and Supplying cars with natural gas instead of oil. The center is part of the Egyptian Natural Gas Company for Cars 'Cargas'. Manager of 'Cargas' Co. Mr. Mahmoud Badran briefed the Minister on the activity of using natural gas as fuel for cars, discussing the possibility of establishing a similar center in Damascus.

New Intl Companies for exploration in Syria
Syria is driving for enhancing cooperation with international oil companies and informing foreign investors of the government's serious intentions to develop the countries resources. The drive was enhanced after the government signed two contracts with the international company Shell. There is also a possibility of strengthening cooperation with Total the French owned oil company. Oil Minister Soufian Allou said there are serious talks going on to enhance and develop cooperation with international oil companies including Total to invite them to carrying out oil and gas exploration operations stressing that Total is an important partner to Syria. He referred to several international bids from oil and gas companies to carry out investment in nine areas across the country.

British Company starts drilling first oil well in Aleppo
The British Dove-Energy Company started the drilling works in Marea Oil well 1 in Aleppo after two years of successful land survey, al-Thawra daily said Thursday.Deputy Minister of Petroleum and Mineral Resources Dr. Hasan Zainab pointed out that launching the drilling works reflects the efforts exerted for enhancing production of oil in Syria with the cooperation of the Syrian Petroleum Company and a number of foreign companies specialized in developing oil productivity.He added that in case of discovering good quantities of oil in this well, a joint company with the British side named Efreen Oil Company is scheduled to be established Director of the British Company Stewart Ahmad stressed that the exploration and drilling works follow the land survey, asserting that this is the first activity of the company in Aleppo.The British-based Dove-Energy Company is a medium level company which has drilling and exploration operation in a number of world countries.

Arab Gas Pipeline Project Links Egypt, Jordan, Lebanon and Syria / Report
Syrian Minister of Petroleum and Mineral Resources Sofian al-Alaw said that"the ArabGas pipeline project" is one of the gigantic projects which will link several Arab countries reaching Turkey and some European states. "The project that transports andmarkets the gas from the Arab countries into Turkey and Europe will give profits to the Syrian economy through benefiting from the duties and fees of the pipeline through crossing the Syrian lands, in addition to the possibility of supplying the country with this gas,"Minister Alaw said in a statement to SANA reporter. He noted that the total cost of the project reaches at $ 1 billion and 200 millions. The Arab gas pipeline project extends from the Egyptian lands crossing Jordan, Syria and Lebanon and reaching Turkey and someEuropean countries. It is considered as one of the important and pivotal economicprojects implemented in the framework of the Arab economic cooperation. "The length of the pipeline beginning from al-Aresh city in Egypt to the Turkish borders is 1200 KM… it crosses the Syrian lands from the Jordanian borders till the Turkish ones with 554 KM length", the Project Director Ibrahim Khaddour said. TheProject implemented on three phases aims at transporting and marketing the Egyptian gas to Jordan in its first and second phases, then crossing into Lebanon and Turkey as well as other European countries through Syria in its third phase.

Syria to speed up joint oil project
Syria plans speeding up the construction of a joint oil refinery project agreed to by Iranian, Malaysian and Venezuelan oil companies.
Syrian president has issued a decree to expedite the project, SANA News Agency reported.
On October 30, 2007, Syria signed a $2.6 billion contract with Iran, Venezuela and Malaysia for the construction of an oil refinery in central part of the country that will have a daily capacity of 140,000 barrels.
According to Syrian Oil Ministry, the refinery will be built in Al-Furoqlos, east of the city of Homs, near the old oil pipeline linking Iraq to Syria's Mediterranean coast.
Under the agreement, Venezuela will get 33 percent of the revenues, while Iran and Malaysia will each receive 26 percent, with Syria getting the remaining 15 percent.
The refinery will be provided with 42,000 barrels of crude oil per day from Venezuela; Iran will supply 28,000 bpd and Syria 7,000 bpd for at least 25 years.
The ministry stated that Malaysia will provide the machinery for the refinery.
The contract was signed by representatives of the National Iranian Oil Refining and Distribution Company (NIORDC), Syria's Petroleum Ministry, Venezuelan state oil firm PDVSA and the Bukhari Group of Malaysia.

Minister stresses importance of oil refining
Minister of Oil & Mineral Resources Sufian al-Alaw has confirmed that his ministry is keen on developing its performance through increasing the number of refineries to meet the needs of local markets. Presiding a meeting of the Petroleum refining and distribution committee the Minister spoke about certain projects that aim at developing Banays refinery by the participation of 13 foreign companies and the setting up of the new refinery of Froqlus (Homs ) which will produce 140.000 bpd in cooperation with Iran and Venezuela. The memo of understanding which scheduled to be signed with Nour investment Company to proceed conducting technical and economic studies for the Deir Ezzour refinery (140.000 bpd) was debated by the attendees. A different study on implementing another refinery in the governorate in cooperation with China was also discussed during the meeting.

Syria: Kuwait signs up for planned refinery
Syria's oil minister and the Kuwaiti company Nour signed a preliminary accord Monday for the financing of a 1.5 mikkuib dikkar refinery to be built in the northeastern Syrian area of Deyr ez-Zor. The structure mentioned in the memorandum of understanding will have a production capacity of 140,000 barrels of oil per day, as much as currently produced by the two main refineries of Homs, in central Syria, and Banyas, on the western coast. According to official data, the daily requirement of oil derivates in Syria is currently 370,000 barrels, but within five years demand is expected to reach 500,000 barrels.

Work progress at Arab gas line discussed
Minister of Oil and Mineral Resources Sufian al-Allaw has said that the work progress in the construction of the third phase of Arab Gas Pipeline that extends from north of Jordan to the Syrian-Jordanian border was the main topic on the agenda of meetings between Syrian, Egyptian and Turkish oil and energy Ministers held in Cairo. a statement to SANA, Allaw said that the progress in the Arab Gas Pipeline (AGP) which is stretched from Syrian-Jordanian border till Homs was also on the agenda. þ The Minister asserted that the Syrian part of the AGP should be completed by the end of 2007. þA tripartite work group will be formed to discuss the schedule for implementing the last two phases of the project. þ The Arab Gas Pipeline is an important Arab project that aims to transfer and market Egyptian gas to Jordan, then Egyptian and Syrian gas to Lebanon, Turkey and Europe. The project will play a key role in activating joint Arab cooperation on the regional level.þ

Minister meets oil companies on cooperation
Minister of Oil and Mineral Resources Sufyan al-Alow discussed Monday with Chairman of the American IPR Company "Mahmoud Daboos" and the accompanying delegation progress in oil exploration works in Block No 24 and their outcomes. Both sides also discussed the company's interest in the Ministry's intention to carry out oil and gas exploration works in new 7 blocks in addition to participating in the Syrian offshore exploration in the Mediterranean Sea. The Ministry also reviewed with Director General of the French Company of "Morial and Prom" and the accompanying delegation work progress in Block No.11 and the scheduled steps in 2007 to carry out explorations at the beginning of 2008.

Announcement of the 1st Syrian Offshore Concession Round
The Ministry of Petroleum and Mineral Resources (Ministry) and Syrian Petroleum Company announce their intention to announce the first Syrian Offshore Concession Round towards the beginning of 2007. This is a historical event for Syria since the offshore sector of Syria up to now has been a virgin territory with limited knowledge about the geological and structural situation . However, due to the results of seismic data recently acquired by the Norwegian seismic company Inseis (wavefield – Inseis ) in cooperation with the Ministry and the Syrian Petroleum Company ( SPC) , the government has good hope that hydrocarbons will be detected through this first Offshore Concession Round.The Ministry and Syrian Petroleum Company intention to divide the offshore area into blocks and to invite the International Oil and Gas companies to tender for Exploration and Production Sharing Agreements . The number of blocks , number of Concession Rounds, deadlines and other terms , will be announced officially in the beginning of 2007 .The interested Companies should submit the qualification documents to the Ministry of Petroleum and Mineral Resources before participating in the bid .

Syria and Iraq to rehabilitate oil transport pipelines
Minister of Petroleum and Mineral Resources Sufian al-Alaw said Syria and Iraq agreed to take necessary procedures to rehabilitate a crude petroleum transport pipelines between Iraqi city of Kirkuk and Syrian coastal city of Banyas.
"The two states agreed to develop the exchange of oil products to a maximum degree in the interest of both countries," Alaw said during a visit to a Gas station south Damascus along with Iraqi counterpart Hussein Shahrstani.
The Iraqi Minister expressed his country's readiness to cooperate with Syria and develop available capabilities in the interest to both peoples, pointing out to new opportunities and horizons of cooperation in the oil and gas fields.
